МИСЛИВЦІ НА ШАХРАЙСТВО У СВІТІ: БОРОТЬБА З ОБМАНОМ У РІЗНИХ КРАЇНАХ

Анотація
У відповідь на зростання кількості складних фінансових злочинів країни світу розробили різні антикорупційні та антишахрайські системи, адаптовані до їхніх правових, політичних і технологічних реалій. У статті представлено порівняльний аналіз інституцій боротьби з шахрайством у США, Великій Британії, Китаї, Індії, Німеччині, Нігерії та Бразилії. Розглянуто органи державного контролю та приватних аудиторів, які займаються виявленням, розслідуванням і переслідуванням випадків шахрайства із застосуванням таких інструментів, як штучний інтелект, цифрова криміналістика та міжвідомча співпраця. На основі аналізу резонансних справ – таких як скандали з Enron, маніпуляції LIBOR і операція «Автомийка» – автори висвітлюють відмінності в повноваженнях, захисті викривачів та ефективності систем. Розвинені країни демонструють високий рівень регулювання та інституційної незалежності, водночас країни, що розвиваються, стикаються з проблемами політичного тиску та обмеженими ресурсами. Особливу увагу приділено ролі міжнародної співпраці в боротьбі з транскордонним шахрайством. У результаті дослідження зроблено висновок, що ефективність боротьби з шахрайством залежить не лише від технологій, а й від законодавчих гарантій, прозорості та політичної волі.
